Short answer: Through an open data standard. The DATAS (Data Alignment and Tutoring Assessment Standards) initiative provides a technical standard and toolkit for tutoring data interoperability, addressing the fact that despite $1.4 billion in ESSER spending on high-dosage tutoring, there is insufficient standardized data to evaluate success.
